Ballad of Songbirds and Snakes

I have finished reading “The Ballad of Songbirds and Snakes” and am still in the process of figuring out how to adapt my story with the new things we’ve learned in the latest entry in the Hunger Games series. My biggest and most immediate problem is trying to figure out how Snow would justify making Katniss and Peeta a couple, considering his opinions on folks from the Districts. If anyone has any ideas, I’d be open to hearing them in the comments!
